Sorry for the delay, 10 hour workdays kick my ass.

Kavinsky can technically, actually create anything at all, with game balance constraints, and not sentient creatures. Sometimes it's a bit hinky or unpredictable, and it does cost life energy from those around him (usually fatigue for humans, but flowers for example might die). Per canon, he and his counterpart can even create technology that functions correctly without the proper parts or functions of physics, such as toasters that can toast without being plugged in, cars that will run without an engine, etc. There are even quasi-magical items, like monsters and pens that write in the same cursive all the time.

However, in the interest of, you know, reasonable limits, I'm setting a general trend that he can't create super high-tech stuff especially tech that interacts effectively with other tech, unless someone guides him. IMO the more interaction, the better!
