Namely, a group of 5 ruffians who started harassing him over, what he assumed, was his costume. He believed the person at the facility told him he could translate things people said with the phone or iPod or whatever they had gave him, but he just left it in his pocket. It was pretty clear they were itching to pick on someone, and it was going to be the foreigner.
Saitama didn't feel compelled to do anything about these guys, though. They wouldn't be able to harm him in anyway. He tried to walk away but they just kept crowding around him again, so he figured he'd just stand there, blank-faced, waiting for them to get bored or tire out.
However, to anyone seeing this situation from the outside it probably looked much more threatening than it was.

Saitama was standing in the rain.
He would be standing inside dry somewhere if he had money to. He carried yen, so it wasn't taken here, and he isn't sure he has any funds from this strange new world. Unless the guy at the facility had told him otherwise? ...To be honest, he wasn't really paying attention when he was telling him stuff. He had tried to go into a café to just sit out the rain, but as soon as he set foot in the place the barista looked at him in such a way he immediately took that step back out into the rain.
People here weren't very friendly.
Oh, well.
