She goes after Heropa, to take over the military stations first. Gunfire stung her but she replies in kind with dragonfire, and gunfire from her minions. She flies around the city erratically, looking for her strongest enemy that will rise up, so she can defeat him and move on to the next strongest enemy. Sometimes she will snatch a civilian until she is high enough into the air to drop them to his or her death, young and old alike. Other times she will set various cars on fire, taking delight in their occasional explosions.
