Duo remembers BB3 from the City, and he sticks out as being one of the few 'superhero' types who both operated on a technological wavelength Duo could mesh with/learn from and didn't seem completely up his own ass, which means Duo (then around the same age as him) respected and was willing to work with him (and did, on several occasions). Granted, there were still differences in POV regarding how to deal with crime and the like (like yanno, killing morality, etc), but overall he had a good impression of him.
(I don't actually remember whether Duo knew BB3 and Jaime were the same person, or only saw them mentioned in separate breaths? I feel like most of the teen heroes at that time kinda didn't stick too strongly to separating identities but I'm gonna say he probably doesn't know Jaime is BB.)
Duo has noted that BB seems a bit older here and now, that he's shown more experience under his belt and that it seems to have steadied him more in comparison to the definitely nervous teenager he'd met previously. He hasn't seen anything to tarnish his previous opinion of him, although in general Duo sticks to his first impressions of people pretty strongly unless something drastic happens to change them.
