I'm planning on doing an open thing for Luther at the moon swear-in/attack, so they could cross paths there if you don't have too much planned? E.g. he stops to protect Ruby as a random bystander in the chaos, which leads to them recognising each other around the De Chima neighbourhood and realising that they're neighbours, leads to chatting more often, etc?
