To understand that, you need to know a little more about the history of my Earth. About 100 years ago, we were invaded by a hostile alien species. They came, they killed millions, and they left.
After that, humanity united so that we would be ready when they came back. Which they did. We defeated them that time-- barely-- but knew they were still out there, and we would need a brilliant commander to defeat them for good.
The idea became to train children starting at around age 6 in the hopes that one of the children trained would be ready to be that commander by the time the Third Contact came. The only way for the school to remain neutral and not swayed by any world government, was to put the school in space.
