Simple and easy! Here's how it goes:

Barnaby's views probably aren't too different from Steve's. Registration doesn't come with the same negative connotations as it does for other hero types. This is because heroes back home operated under government oversight, which held them accountable for their actions while in-uniform. For that reason, he really doesn't blame the government for wanting heroes to register. He also has no qualms with people knowing about his hero background, because he has no secret identity, and everyone back home knows who he is anyway.
On the other hand, even if the government technically isn't forcing registered imPorts to participate in their Cold War operations, Barnaby doesn't much care for the idea of pushing everyone into the "hero" role if they want government assistance. Naturally, he doesn't expect people to get something for nothing, but there are other ways they can contribute without aligning themselves with the military, as far as he's concerned. Their unwillingness to help new arrivals integrate into society unless they pledge allegiance to military is just a reminder that they're all really just being used.
Barnaby also remembers what it's like to be a total newbie to the hero world, including all the hiccups and mishaps that happened even with all of his extensive studies and training. He can only imagine the sort of trouble that might happen if a wannabe tries to apprehend a criminal without any prior experience. He's already had to abandon pursuit of a suspect in order to protect an imPort who froze when faced with the wrong side of a gun, and he'd rather not see that again if it can be helped.
Whether he stays registered or not partly hinges on his partner's actions. If Kotetsu decides to resign, and possibly go vigilante, there's a good chance Barnaby would follow suit. That said, Barnaby would probably try to convince Kotetsu to think really hard about his actions. This is because he believes it's better not to get on the government's bad side, and he thinks they'll be in a better position to advocate for change if they remain registered. In the end, though, he's not above leaving if the government winds up doing something so morally reprehensible that he doesn't want his name attached to it anymore.

Anyway...the answer is, sometimes! Granted, he's legitimately like ??? when someone insinuates he has porn on his computer, so I don't think he keeps any fapping material or fantasizes that much. He probably sees it as a basic need, like scratching an itch.
