PLOT: ImPort-Government Reform Movement – A New Deal
WHO'S RUNNING IT: All of us, potentially!
DURATION: Throughout the game more or less. THE STRUGGLE IS ETERNAL
AFFECTED: Everyone who is interested in change, especially politically-involved and media-savvy characters. This would ideally become a coordinated effort by the ImPort community to better their lot.
FALLOUT: Hopefully a new and better relationship between ImPorts and the USA government!

DETAILS:

It has become clear that whatever the real story of the first-generation heroes who reformed America’s military regime, the victory was either hollow or temporary. More remains to be done, especially regarding how the USA authorities deal with their ImPort citizens and heroes.

To secure a ‘win’ in MoM’s modplot, I believe our characters need to leverage ImPort status and power in pursuing activism that will reform the government, particularly its relationship with Imports. ImPorts have the potential to influence public opinion and shift government policy in ways beyond investigations and plot participation.

America’s advantage in the Cold War rests on the fact that they have superhuman defenders and the Soviets do not. To retain that superiority, the government must either coerce or convince a certain number of Imports to serve with them. By articulating clear and reasonable conditions for that service, Imports can make it easier for the government to negotiate sensible concessions, rather than attempting to coerce superhumans.

Also, ImPorts are largely beloved by the American public for their reputation as heroes, holding celebrity status. By engaging directly with the media and the citizenry and stating their grievances publicly, ImPorts can embarrass the government and further pressure it into making concessions to avoid losing support for how it treats heroes. There are limits to how much the government can suppress such dissent without provoking an outright rebellion. The helpfulness of Captain Ananke and the authority granted to the three ImPort Ambassadors may also be an asset here.

The overall goal of this effort should be to secure a New Deal between ImPorts and the U.S. government which is hosting them: a fairer, more honest, and more effective relationship that will serve the interests of ImPorts and the public alike. More specifically, this New Deal might consist of:

1. Freeing NPC Eleni Wang, or formally explaining her detention.

2. Disclosing the whole truth of what happened to first-generation heroes, both natives and ImPorts, and where the Hornets came from. It has become very obvious that not everyone went home or retired peacefully.

3. A parallel support structure for Unsettled Imports, matching the free transport and employment, etc. that Registered Heroes receive. This would make the choice to Register more voluntary while improving the lot of the Unsettled. Ambassador Revan is already working toward this end.

4. Free ImPort movement internationally, with appropriate measures taken to prevent ImPorts from being targeted by Soviet agents or other hostile powers while abroad. An end to condemnation of ImPort humanitarian efforts for foreign countries that the USA does not like.

5. End any surveillance of the Network or nanite-tracking, except in demonstrable cases of criminal activity.

6. Free (but not unsecured) access to the main Porter in Cape Canaveral, so ImPorts may study the device and advance their efforts to find a way home.

7. Some kind of accountability for gov’t officials responsible for shady things to date – demanding Secretary Chases’ resignation could be an option.

That's just a few basic points- but you get the idea. Our characters have representatives now, and they have leverage. They can and should strive to transform their relationship with their government 'hosts' into something more healthy.
