So he buys her things. Because she should have nice things, and because he wants to see Ruka come into her own. Of course, he expects that if he needed her for something, that she would come running, but it's an odd sort of import-gothamite relationship in that Ozzie really just wants to flaunt money at her for the hell of it. Because she's grateful, but not like weird about it. And then there's the fact that she brought him an owl.
That delivers mail.
It's an oddity and a rarity. He's happy to help her along because nobody else has an owl to deliver mail, and that's fucking awesome.
Besides, she's got a wicked sense of humor, and it's a touch sharp at times, and Ozzie appreciates that.
