he gets frustrated a lot because tony's very well-liked despite his big moral ambiguity and kind of sketchy nature, while loki himself is usually scrutinized for it even though his intentions are good. it leaves a fussy, sour taste in his mouth that definitely leaves him butthurt. he's new, he's changed! and he still definitely gets side-eyed. so for those who don't foster change from who they were, and especially tony, who he hasn't seen more toward that kind of redemption, he doesn't mind being extra annoying at him (fanfiction, petty crimes, etc.) as long as he gains either little victories from it in his butthurt or if he does it to foster his way better intentions.
that sure was a lot of babbling
