Need-to-know basis, officer. The more who know something, the greater the risk of it getting out. We can't afford to let them know, that we know.

A secret only has power as long as it is kept. A secret exposed is stripped of that power. Instead, your choice keeps us all in the dark; keeps us all at the mercy of that secret.

Some secrets are meant to be exposed. Some secrets you keep, especially if you intend to learn further secrets. If the Soviets knew we'd unmasked what we did, they might have ceased action. As it was, we can observe them to know more.

The military can observe them. As I said, Constable, it's a need-to-know basis, the standard of military intelligence.

Very well. You understand, I only object because I defer to experience. As a federal officer, I've worked directly with military intelligence before; I'm well aware of its limits and flaws. And it's strengths.
