Oh man, this is a good one, prepare for TL;DR! Okay, so where Klarion's from, using magic is as normal as breathing. Everybody can use it, every witch-man and witch-woman has a familiar, and necromancy is a staple of their economy, since they resurrect their dead to work in the farms and mines. Magic is also strictly regulated (straight-up zapping people is prohibited, for instance, you have to organize a by-the-book magical duel if you get into a fight), and the more formal aspects of it are very closely tied to their religion. These guys are descended from old-school 16th-century Puritans, they take their religion hella seriously, even if it doesn't make much sense and contradicts itself half the time.

By the time Klarion finally escapes Limbo Town and makes it up to the surface world, he's confirmed that everything their religion taught them was either wrong or a blatant lie, and most of the adults in his life have either betrayed him, tried to kill him, or both. So now that he's free in this amazing new world where he's been proven right about literally everything and there's noone to tell him what to do, he goes SCREW ALL Y'ALL, I DO WHAT I WANT and uses magic whenever the hell he feels like it. It's what comes naturally to him, and his usual solution to most problems that he can't talk his way out of. Klarion teleports when other kids take the bus, if someone insults him, he lashes out with a transformation spell instead of his fists. Basically, he's never heard the phrase 'with great power comes great responsibility' before, but even if he did, he wouldn't care because power is way more fun than responsibility. From his point of view, the people lecturing him about responsibility aren't worth listening to anyways.
