1) Well, the scarecrow in the Keeny manor cornfield would have been made of the same material before it'd been stuffed in some clothes and mounted to a stake. Burlap and hemp. Plus I imagine, in addition, that he'd have been forced to lug bags of corn seed around - because he'd have had to sow the field and pack it all after harvesting. The bags would've been the same material. It's a personal decision, and potato sacks are available even in Gotham.

2) Yes, pretty much. He wasn't going to go to a store and ask them to do it. They would've thought he was mad. Plus I imagine it was a personal thing?
