Yes she does miss it actually! The fact that she can't just do whatever she wants because Justicar has been pretty hard on her. The Code says she should handle things in a certain way but if she handles it that way a lot more people would die than just the "bad" person. So she's had to deal with the fact that she can't follow the Code because if she does she'd get arrested and then have to try to kill innocent cops who were just doing their jobs.

It's frustrating on that level and also frustrating because she really doesn't think the way things are handled here is efficient. If she could just kill everyone that's doing bad things in the Falls area it would be a perfect place for people to go live! But no. They just either ignore things or arrest people and then let them go and then they do the same bad things.
