SHIT OK Loki in this stage really really confuses him. Like he can get behind like Loki trying to reform, or whatever, if just because he thinks that maybe even Asgardians can grow up, but the last time Loki was here, he was in Lady Loki form, and totally bought him at a date auction just to fuck with him.

Literally it was awful.

SO ANYWAY because of that, and because it's Loki he's hesitant, but that doesn't mean that he isn't willing to believe him. It just means he's cautious about the whole thing, which is pretty par for the course for Tony. He thinks Loki could be useful, but wouldn't hinge any plans on him, because god of chaos and trickery and all that shit. For the most part, he's going to think that Loki has something up his sleeve, and there's a reason for why he's playing at this, but until he figures it out, he's going to just keep him at arm's length and observe.
