Pengy makes Floyd want to take a bath. Because he's so slimy. And Floyd knows that he's probably being played like a harpsichord, but he had no idea who else to turn to for the information that he wanted to know. And now that he owes Pengy a favor, he really can't back out of it--because that would be bad for his professional rep.

Canonically, their relationship is kind of fun. Not a friendship, mind. Currently, Floyd is too stressed and in a needy position where he can't mess with Pengy like he usually does. Typically, Floyd takes delight in making Pengy writhe, by stealing his stuff in prison and risking his life in missions to Russia. Apparently, they also went to the same parties--but this isn't really elaborated on and I'm not certain if this was because they're wealthy socialites or Arkhamites. He also didn't seem to object when Bane took Pengy captive and "pelted him with taffy" (HINT: THAT MEANS TORTURe).
