( THE BASICS )
Name: Your character!
Canon: Self-explanatory!!
Character's (approximate) age: Or how old they appear.
Character's powers: List and describe them!
Is your character registered/will they be?: Why or why not! Maybe unsettled heroes will want to make connections with each other. Maybe registered heroes will want to team up. So on!
Where does your character live?: What housing residence are they in? Meet your roommates if you haven't already, make plans!
Are you looking for roommates?: If your character is currently housing alone, or planning to move out of their assigned housing. Is your character considering moving to one of our other cities? See who else might be doing the same!
What is your character's job?: And are they sticking with it? Enjoying it? Coordinate with potential coworkers, employers, or patrons -- why not!

( THE DETAILS )
RUNDOWN -- what are your character's skills, likes/dislikes, urgent needs?: What are they good at, what do they hate, what do they need (and so on) so that others know what they can offer you.
What are your character's plans?: Either what they're doing as we speak or what you'd like to do with them!
Does your character have a secret identity?: Since this can get confusing at times. Is your character a superhero with a public identity or do just a few people know who they are? List them, even!
Is your character open for pairings?: Useful to know! Possibly.
Are you open to having your character get hurt? Or, for villains, hurt others?: If yes, how much and in what circumstances?
Is your character interested in teams?: Registered hero teams are very well-received around these parts, as you might guess. If yes, coordinate with possible teammates and see if you can put something together!
What kind of plots are you after?: Let the brainstorming commence. This can be as vague, specific, or "big picture" as you'd like.
Anything else?: If you have anything else to add!

NELSON WILL DEFINITELY SQUINT ABOUT THAT THOUGH even if it does add some degree of legitimacy to any unsettled heroes (in his own head)...

oh one thing i forgot to ask before, would he include the idea of registereds taking responsibility for any unsettled heroes that sign on board when he pitches it to the authorities or would he leave that part out and let them work that out amongst themselves?

that would be a fun conversation for someday, hehehe. i look forward to the possibility

He would probably leave that part out unless it was in an "assignment" kind of context where like, WE CAN WORK TOGETHER AND TRY TO CONVINCE THEM TO REGISTER!! was his goal. SO YES it would be a fun thing to hash out ICly as well. c:
