...All right, so. How do you, or Lunatic, choose who must be punished for their sins first? Is there any sort of... process, any way of distinguishing who is or isn't a higher priority threat?

First and foremost, know that I do not exist separately from Lunatic. If you address one of us, you address us both, Tobias.

Regarding priority, however, things are a little more complicated. High priority targets are typically those most likely to commit repeat offenses, but they are not always the most accessible, whether due to security, abilities, or a lack of incriminating evidence. I take into account all of these things...

Why is it you wish to know? You aren't worried still that I might target you, are you?

Anyway, to answer your question, it's not so much that I'm worried. Though I'd be lying if that weren't a small part of it. More than that, it's because I know Dorian and have at least met Sasaki. I don't know how many you've punished or in what order, so I was mostly curious as to how you go about it.

Given what I had done upon arriving in this world, would I have been a high priority target at that time? Or even, say, if I had arrived earlier for that matter?
