Padme just oozes an air of royalty and nobility this place oft lacks, so Lucina can't help but find herself floundering a bit to match. It's a little bit of sparkly-eyed admiration, seeing a beautiful woman in command, willingly facing political problems head-on with dignity and grace. It's the kind of thing she ought to aspire to as a princess herself, but.....well, where she's from, there's been less politicking and more warring, so little chance to practice diplomacy.
She DEFINITELY can get a sense that Padme is someone she ought to look up to, however, and can easily imagine her fitting in high court and completely stealing the show.
UR JUST SO MAJESTIC, LADY PADME....
