[ Not bothering to waste any more time on small talk, the Asgardian fixes Stephen's eyes with his own while stepping closer, making just the slightest gesture with a single hand that might well be ignored entirely. ]

I remember. There's a saying we have on Earth though: talk is cheap.

Taking another short step forward, Loki closes the little remaining distance between and that same hand that has been gesturing a moment before snakes its way behind Stephen's head, cold fingers leaving behind the faint, tingling trail of ancient magic. The powerful magic of a spell cast upon an infant Loki by his now hated, adoptive father to expertly mask his Jotun appearance from view. It's only such soft, lingering touches that give it away. Just one reason why Loki rarely seeks physical contact that doesn't involve violence.
Right now, Loki thinks little of it. Or he simply doesn't care when he leans forward to capture Stephen's lips with his own decisively, only treatening the other man to a more obvious dose of that tingling sensation caused by the magic that has been permanently woven into his being. ]

The contact brushing at the back of his neck lights up Stephen's nerves and some other level of awareness beneath it, something more nebulous on the level of being two people able to harness ancient magics.
It becomes all the more acute as Loki brings their lips together, something tightening subtly in Stephen's core as his eyes fall closed. He should know much better than this, but he can tell himself it's just a game, toying with each other around a silly Earth tradition, and Loki is just looking for an excuse to try and get Stephen off center.
All the more reason for Stephen to not relent, to slide a hand around to lay a steadying, not firm or trapping, palm to the small of Loki's back as Stephen leans into the kiss, not stepping down nor.]

It's tempting. And clearly risky. But as it is, Loki finds it surprisingly easy to resist the lure and permit this moment to be simple rather than the beginning of another unneeded fight.
He chooses the in his opinion more enjoyable option: Adjust the angle of his head a little and open his mouth without ever separating their lips. His tongue prods the line of Stephen's lips, wordlessly seeking permission to deepen the kiss into something a little less harmless than the play of closed lips.
If that intention isn't clear enough already, the Asgardian brings up his unoccupied hand and places it against the side of Stephen's head with almost surprising gentleness. And that's where that hand will remain, for the most part. Not really holding Stephen in place, but rather settling with a light caress and just possibly risking to send Stephen's nerves spiraling even further. ]

It's all risks he's willing to take in this moment though rather than give Loki an inch of ground and that's not just about Stephen's own stubbornness, it's also about sending a clear message that Loki doesn't intimidate him on any level.
The combination of the shifting angle of Loki's head, the press of his tongue, and the contact against Stephen's face from the Asgardian's hand is enough to make Stephen watch Loki from a somewhat blurred perspective.
A soft, warm exhale presses out from Stephen's nose against Loki's skin before the hand on the Asgardian's back presses in a little abruptly, pulling them in closer in time with Stephen parting his own lips to allow the kiss to deepen. If this ill-advised thing is happening, he certainly isn't going to be a passive receiver of Loki's attempts to make Stephen teeter, or his jesting in general.]
