That's definitely a possibility. It's worth noting his expertise mostly revolves around cleaning up the streets and maybe rooting out crime syndicates/drug cartels. Tackling corrupt officials isn't something he's had the opportunity to do much at home, but he'd open to coming up with ideas to document proof in order to expose people's crimes.

Maybe he'd be better suited to helping organize the 'conventional' side of crime-fighting, patrolling streets and smashing gangs, while more subtle characters work on reforming local systems so that justice gets done...
